    New Mexico has a bitter gaming background. When the Indian Gaming Regulatory Act was signed by Congress in Nineteen Eighty Nine, it looked like New Mexico would be one of the states to get on the American Indian casino craze. Politics assured that would not be the situation.

    The New Mexico governor Bruce King assembled a panel in Nineteen Ninety to discuss an accord with New Mexico American Indian tribes. When the task force came to an accord with two prominent local bands a year later, the Governor declined to sign the agreement. He held up a deal until 1994.

    When a new governor took over in 1995, it appeared that Native gaming in New Mexico was a certainty. But when Governor Gary Johnson signed the accord with the Indian tribes, anti-gaming forces were able to tie the accord up in courts. A New Mexico court ruled that Governor Johnson had overstepped his bounds in signing the accord, thus denying the state of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.

    It took the CNA, passed by the New Mexico government, to get the process moving on a full accord amongst the Government of New Mexico and its American Indian bands. 10 years had been burned for gambling in New Mexico, including Native casino Bingo.

    The not for profit Bingo business has gotten bigger since 1999. In that year, New Mexico not for profit game providers acquired only $3,048. This number grew to $725,150 in 2000, and surpassed one million dollars in 2001.
